
Boulder County Ballot Issues
Note: This page lists only county ballot issues and measures. Individual towns and cities within Boulder County may be considering municipal ballot measures for the November 2025 election. Please check with your municipality to see if they intend to place any issues or measures applying to the incorporated areas within your town or city this fall. Visit the Elections Division or your choice of third-party websites for other ballot content (usually available late September).
Approved 2025 Boulder County Ballot Measures
Following public hearings in August, the Boulder County Commissioners voted to place two county ballot measures—the Open Space Sales and Use Tax Extension and the Mental and Behavioral Health Sales and Use Tax—on the November 2025 General Election ballot. During the public hearing and deliberation process, the commissioners approved amendments to the proposed ballot language for each measure. The final language is included in the resolutions listed below.
For the resident-proposed Niwot Public Improvement District, petitioners requested a later hearing date, which means the measure will not meet the deadline for inclusion on the November 2025 ballot.
Item No. 1: Open Space Sales and Use Tax Extension

Item No. 2: Mental and Behavioral Health Sales and Use Tax

A Resolution of the Board of County Commissioners of Boulder County approving a ballot title for the November 4, 2025 general election to impose for five years an additional sales and use tax of 0.15% for the purpose of addressing unmet needs of youth, adults, families, unhoused individuals, and older adults in Boulder County with or at risk of mental health and substance use disorders by providing mental health crisis services; suicide prevention and intervention; mental health and substance use prevention, treatment, and recovery; treatment services for unhoused individuals; and assistance finding appropriate services through community-based organizations, governmental entities, and other options; and a voter-approved revenue change. - Resolution 2025-38 Mental and Behavioral Health Tax Proposal Resolution

Community Member-Proposed Ballot Issue: Niwot Area Public Improvement District of Boulder County
August 19, 2025 Update: The petitioners for the Niwot PID requested a later hearing date to make changes to the original proposed ballot language, which means the measure will not meet the deadline for inclusion on the November 2025 ballot.
Background
A petition was filed in the office of the Clerk of the Board of County Commissioners by Boulder County residents for the organization of a Public Improvement District (PID) to be known as the Niwot Area Public Improvement District of Boulder County, for the purpose of taxing properties in the District to provide for the rehabilitation and maintenance of certain roads within the District, including:
- the repaving and/or reconstruction of asphalt roads
- sidewalk improvements as needed to comply with Federal ADA laws surrounding roadwork
- concrete curb, gutter, and cross-pans directly associated with road resurfacing
- other costs directly associated with rehabilitation and maintenance activities in accordance with the 2025 Niwot Master Plan adopted by the Niwot Local Improvement District

Niwot PID Proposed District Boundaries
Except for the properties that are included in the Old Town Niwot Local Improvement District dated April 19, 2002, all properties located in the area bounded by the Diagonal Highway on the west, Highway 52 on the south, 95th Street/Hover Road on the east, and Ogallala Road on the north.
